I apologize for not keeping up on the forum threads for a while but my regular development commitments have kept me busy. (I am a little surprised none of the L2 Tech folks noticed this got dropped but they are also busy).
Ok, since you can see there is a busytime doc and there is nothing on it there should be no reason you cannot book from your Calendars (but you can book from the dB itself).
The busytime search used in either case is identical. It starts at your home server (even if you are on the R&R server in the R&R dB) and from there your home server decides where to go get the busytime data. There is no data to return so the room should should be presented in the room search dialog and show up as available in the Find Available Times tab of your calendar entries.
Instead of trying to revive this so long after the fact I would suggest that if you are still seeing this problem (or anyone reading this thread encounters the same kind of behavior) that you contact Technical Support so they can get some one on one attention and cycles from L2 or L3 as needed.
(Anyone can of course add their own data to this thread but it may be easier to just start a new one to avoid having to sift out data that is not relevant from earlier posts).
